Renovation Permit Cost in Dubai: Fees and Who You Pay

Renovation Permit Cost in Dubai: Fees and Who You Pay

Permit costs in Dubai are several separate payments, not one fee. As a rough guide in 2026, the authority permit fees alone typically come to AED 1,500–4,000 for an apartment and AED 3,000–12,000 for a villa. The building or developer NOC, a refundable deposit and the engineer's stamp are paid on top.

Below we explain what each payment is, who receives it and what moves the total up or down. These are typical ranges quoted in Dubai in 2026. Each building and master developer sets its own figures.

Who you pay: four different recipients

Most owners are surprised that the permit money does not go to one place. For an apartment you typically deal with:

  • The building: the facility manager, owners' association or developer. It charges an NOC fee and holds a refundable deposit.
  • The authority: Dubai Municipality in most areas, DDA in freehold designated localities, Trakhees in its jurisdiction. It charges the permit fee, which is based on scope and, in some cases, floor area.
  • DEWA: approval where power or water supply changes, usually for small jobs.
  • A licensed engineering consultant: MEP drawings need the consultant's stamp. This is a professional fee, separate from the permit.

For a villa, the NOC comes from the master developer, such as Emaar, Meraas or Nakheel, and the municipal permit is applied for through a licensed consultant or a registered contractor. The full sequence is in our guide to the apartment renovation permit and NOC, and the villa route is in building a permit for a villa with Dubai Municipality.

The table puts the published ranges side by side. Where sources disagree, we say so rather than pick a number.

The figures are permit fees only. They exclude the consultant's and contractor's charges. The contractor's invoice also carries 5% VAT on construction and fit-out services.

The deposit is usually the biggest single payment, but you get it back. Ask the building for the exact figure and refund conditions in writing before you budget. Quoted ranges run from AED 2,000 up to AED 30,000.

What changes the total

Scope of work

Permits are typically needed for structural changes, moving wet areas or plumbing, electrical and AC work, fire and life-safety changes and major layout changes. Repainting and loose furniture usually need none, but confirm with the owners' association. A cosmetic refresh may cost you only a deposit. A bathroom with relocated drains moves you into the MEP band.

Floor area and building type

Some authority fees are calculated per sq ft, so a large villa costs more to permit than a one-bedroom apartment. The DDA formula above is an example.

Authority and developer

The same job can be permitted by Dubai Municipality, DDA or Trakhees depending on where the property is. Emaar and Meraas run their own NOC processes through community portals. Nakheel requires approval for extensions, pools and garage changes. Their fees and deposits are not always published, so ask each directly.

Three typical cases

Cosmetic apartment refresh

Paint, flooring, new light fittings, no plumbing or electrical moves. Often only the building's notification and a deposit. Confirm with the OA whether a formal NOC is required.

Kitchen or bathroom with new pipework

Building NOC (AED 1,000–5,000), a refundable deposit and authority fees typically in the AED 2,500–4,000 band for MEP changes. Budget a consultant's stamp for the drawings as well.

Full villa renovation

Master-developer NOC, authority fees typically AED 7,000–12,000, plus the consultant. Layout changes or extensions can add review time and separate approvals.

How the paperwork and payments run

  1. Survey and scope We measure, photograph and agree what actually needs permitting, so you only pay for what applies.
  2. Building or developer NOC Documents go to the facility manager, OA or developer first. Typical timing is 7–14 days.
  3. Drawings and consultant stamp MEP drawings are prepared and stamped by a licensed consultant.
  4. Authority permit Fees are paid and the permit is issued. Review times are quoted at anywhere from 10–15 working days to several weeks, so build in a buffer.
  5. DEWA, where needed Small jobs are typically approved in 3–7 working days.
  6. Completion After the works, Dubai Municipality and DEWA are notified for final inspection, and the building returns your deposit.

We prepare and submit the NOC documents and, where needed, the authority approvals, with one person in charge from the first survey to handover. Our how we work page shows where this fits in the project.

The cost of skipping a permit

Unapproved work can lead to fines, stop-work orders and forced reinstatement. Reinstatement costs far more than any permit. In a villa community, work without a developer NOC can also draw violation notices. Tenants need the landlord's written permission too: see landlord approval for tenants.

Permit costs are only part of the budget. For the wider picture, see apartment renovation costs and villa renovation costs.

Budget separately for the NOC fee, the refundable deposit, authority fees and the consultant, then add 5% VAT on the contractor's invoice. Get the building's figures in writing before you sign anything, and make sure the contractor's quote states who handles each permit.

FAQ

How much does a renovation permit cost in Dubai?

As a rough guide in 2026, authority permit fees come to about AED 1,500–2,500 for an apartment interior and AED 2,500–4,000 with MEP changes. For villas it is typically AED 3,000–6,000 for minor scope and AED 7,000–12,000 for a full renovation. The building NOC, deposit and consultant are charged on top.

Is the renovation deposit refundable?

Yes, in general. The building holds it and returns it if common areas such as lifts and corridors are left undamaged. Quoted amounts range from AED 2,000 to AED 30,000, and each building sets its own, so ask management.

Do I need a permit to repaint an apartment?

Interior repainting usually needs no permit, but confirm with your owners' association or building management first. Plumbing, electrical, AC, fire-safety and layout changes typically do need approval.

Who applies for the permit, the owner or the contractor?

For an apartment, the building NOC is requested first and the contractor or consultant applies to the authority. In a villa, the owner usually requests the developer NOC, and the permit is then applied for through a licensed consultant or registered contractor. We prepare and submit the documents for our clients.
