Apartment Renovation in Business Bay: What to Know
Renovating in Business Bay is mostly a high-rise job. Most of the effort goes into the building's approval, access and rules rather than the design. Plan the NOC, the deposit, the service-lift access and the working hours first. Once those are agreed, the work itself is the same as in any Dubai apartment.
Below is what is specific to tower apartments in Business Bay, which upgrades owners usually choose, what they typically cost, and how we run a job in an occupied building.
What makes a Business Bay tower different
Business Bay is a dense area of residential and mixed-use towers around the canal. Apartments are mostly studios, one- and two-bedroom units. Many are owned by investors and rented out, so a lot of renovations are done to refresh a unit between tenants or to sell it. Each tower has its own management, so rules differ from building to building.
For you, this means four things:
- Every tower sets its own conditions in the NOC: hours, deposit, insurance, protection of corridors and lifts.
- Work is done in a shared building. Noise, dust and deliveries affect neighbours, so the schedule has to be agreed with building management.
- Layouts are compact. Every centimetre of storage and every wet-area detail matters more than in a larger unit.
- Many units in a building share the same plan. A bathroom or kitchen layout that works in one is usually possible in the next, which speeds up planning.
If your unit is rented to a tenant, or you are the tenant, read who can renovate and what landlord approval means before anything else.
Approvals: NOC, deposit and permits
Noisy or intrusive work cannot start until the building's facility manager, owners' association or developer approves it. A typical submission includes the contractor's trade licence, insurance, schedule, method statement and drawings, plus a refundable deposit. We prepare and submit these documents for the building NOC and, where needed, for authority approvals.
As a rough guide in 2026, the sources we rely on quote a refundable deposit of AED 2,000–30,000, and the ranges conflict, because each building sets its own figure. A developer NOC fee is typically AED 1,000–5,000. The OA or developer NOC typically takes 7–14 days. Ask your management office for the exact numbers before budgeting.
Permits are typically needed for wet-area or plumbing changes, electrical and AC work, fire and life-safety changes and major layout changes. Repainting and loose furniture usually need none, but confirm with the management. Depending on the location, the permit comes from Dubai Development Authority (DDA) in freehold designated localities or from Dubai Municipality elsewhere, and the building NOC comes first. Total permit fees, excluding consultant and contractor, are typically AED 1,500–2,500 for an interior-only apartment and AED 2,500–4,000 with MEP changes. MEP drawings need a licensed engineering consultant's stamp.
Never start work on the strength of a verbal "it's fine". Unapproved work can mean fines, a stop-work order and forced reinstatement. Get the NOC in writing, and keep the approved hours and conditions on site.
The full process is in our guide to apartment renovation permits and the NOC.
Working hours, lifts and neighbours
Dubai construction noise rules cover roughly 6–7am to 8pm, but they are reported differently by different sources and your building's rules are the binding ones. Most towers limit noisy work to weekdays and specify their own hours in the NOC. Check them against renovation working hours and building rules in Dubai.
We have not found a published standard for service-lift booking or waste removal, so ask the management office in writing:
- Is there a service lift, and how is it booked?
- Which route may materials and debris take?
- Where and when can waste be removed?
- What must be protected, and how will the deposit be assessed at the end?
On our side, furniture, lifts and corridors are protected, the site is kept clean, and neighbours are notified directly or through building management before work begins.
Upgrades owners usually choose
In compact Business Bay apartments the money goes to the rooms that affect daily use and resale or rental appeal: the kitchen, the bathroom, storage and the finish of floors, ceilings and lighting.
Kitchen and bathroom
The two rooms with plumbing, waterproofing and permits. Layout changes here trigger the approval process, so decide early. See kitchen renovation and bathroom renovation.
Built-in storage
In a studio or one-bedroom, made-to-measure wardrobes and niches use space a standard unit cannot. Our built-ins are made in Dubai to our drawings.
Ceilings, lighting, floors
Gypsum ceilings with layered lighting and new porcelain or wood-look floors change the feel of a small unit more than any single piece of furniture.
For small units, see our notes on studio layout and storage. If you also own in the Marina, the building rules differ, as covered in apartment renovation in Dubai Marina.
Typical costs and timelines
These are typical ranges quoted in Dubai in 2026. Your price depends on finishes, the layout and building requirements. A fixed quote needs a survey.
| Item | Typical range (AED, 2026) | What moves the price |
|---|---|---|
| Small bathroom | 10,000–30,000 | Tile, fittings, plumbing changes |
| Medium bathroom | 30,000–70,000 | Walk-in shower, glass, vanity |
| Kitchen, basic | 20,000–50,000 | Cabinets, worktop, appliances |
| Kitchen, mid-range | 50,000–120,000 | Custom joinery, stone worktop |
| False ceiling with lighting | 5,000–30,000 | Area, design, fixtures |
| Built-in wardrobes | 1,200–3,500 per linear metre | Finish, fittings, height |
| Targeted 1–2 bedroom upgrade | 60,000–180,000 | One kitchen or bathroom plus finishes |
| Studio, whole project (mid-range) | 60,000–165,000 | Scope and finish level |
Prices are before 5% VAT, which appears on the contractor's invoice. For a fuller breakdown, see how much it costs to renovate an apartment in Dubai.
On site, a studio or one-bedroom typically takes about 6–10 weeks, and a two- or three-bedroom apartment about 8–16 weeks. Add the NOC wait of about one to two weeks before work starts, and allow for longer lead times if materials are imported (6–12 weeks for shipping).
How we run a renovation in a tower
- Survey We visit, measure, photograph and discuss your brief and budget. We also ask for the building's renovation rules.
- Design and quote Layout, working drawings and photorealistic visualisation of each room, including on photos of your own rooms. You then get an itemised quote with the price and timeline fixed in the contract.
- NOC and permits We prepare and submit the building NOC documents and any authority approvals before work starts.
- Works Demolition, plumbing and electrics, then finishing. Wet areas are waterproofed and flood-tested for 24 hours before any tile goes down, and hidden works are photographed before they are covered. You receive a photo and video report every day.
- Handover We hand over against a checklist, with cleaning and a written warranty. After completion, the notifications and final inspections follow the building's process.
One person is in charge from the first survey to handover. If you live abroad, you can agree the design online and accept each stage by video call, as described in renovating your Dubai apartment while living abroad.
Before you plan finishes, ask the Business Bay management office for the renovation rules, deposit, hours and lift arrangements in writing. Then get a surveyed, itemised quote that includes the NOC work. That keeps the schedule and budget realistic in an occupied tower.

Do I need a NOC to renovate an apartment in Business Bay?
Yes for anything noisy or intrusive. The building's management, owners' association or developer must approve the work first, usually with a contractor licence, insurance, schedule, method statement, drawings and a deposit. Repainting alone often needs none, but confirm with the management.
How much is the renovation deposit in a tower?
Sources quote a refundable deposit anywhere from about AED 2,000 to 30,000, and the figure is set by each building. Ask your management office for the exact amount and the conditions for getting it back.
How long does a Business Bay apartment renovation take?
A studio or one-bedroom typically takes about 6–10 weeks on site, and a two- or three-bedroom about 8–16 weeks. The NOC usually adds 7–14 days before work can start, and imported materials can add more.
Can I renovate a rented apartment?
Only with the landlord's written permission, plus any licences required by the authorities. The tenancy contract also requires written approval for modifications, so keep it in writing before work starts.
