Apartment Renovation in Dubai Marina: Rules and Costs
A Dubai Marina apartment sits in a tall, densely occupied tower where the building office controls access, lifts and hours. Before design or budget, you need the tower's written renovation requirements. Everything else follows from them.
Below is what we check in a Marina tower, which upgrades owners tend to choose for compact plans near the water, and what the work costs as a rough guide in 2026.
Why a Marina tower sets its own terms
Every tower has its own owners' association or facility manager, and each writes its own conditions. Two neighbouring buildings can differ on deposit, permitted days and how materials reach your floor. A rule heard from a friend in another tower is not evidence. Ask your management office for its renovation requirements in writing.
Three things shape almost every project here:
- One service route for everyone. Tile, boards and kitchen units go up in the same lift and along the same corridor your neighbours use, so both must be protected.
- A full stack of neighbours. Coring, tile cutting and demolition carry through slabs and walls above, below and beside you. Neighbours are normally told before work begins.
- Humidity and sea air. Bathrooms, balcony doors and AC lines are under more strain on the waterfront than inland, which guides the choice of materials.
For a comparison with another tower district, see renovating in Business Bay.
The approval package for a Marina unit
Before noisy or intrusive work, the facility manager, owners' association or developer must say yes. The usual file contains the contractor's trade licence, insurance, schedule, method statement, drawings and a refundable deposit. Where a government permit is needed, the building's NOC is obtained first and the same plans go to the building office.
Typical figures quoted in Dubai in 2026:
- Refundable deposit: from AED 2,000 up to AED 30,000. Published ranges disagree, and each building sets its own.
- Developer NOC fee: about AED 1,000–5,000.
- NOC turnaround: usually 7–14 days.
The permit authority depends on the location: Dubai Municipality in non-freehold areas, the Dubai Development Authority in designated freehold localities. We confirm which applies to your tower at the survey. Related reading: what the NOC is and when it applies and who receives which permit fee.
Plumbing or wet-area changes, electrical and AC work, fire and life-safety changes and major layout changes typically need a permit. Repainting and loose furniture usually do not, but confirm with the building office first. Work done without approval risks fines, a stop-work order and forced reinstatement.
The sequence we follow in a tower
- Survey. We visit, measure and photograph the unit, then discuss your brief and budget.
- Design and quote. Layout, working drawings and photorealistic visualisation of every room, including on photos of your own rooms. The itemised quote fixes price and timeline in the contract.
- Paperwork. We prepare and submit the NOC documents and any authority approvals. MEP drawings need a licensed consultant's stamp.
- Site preparation. Neighbours are informed, the lift and corridor are covered, and furniture and floors are protected.
- Works. Demolition, plumbing and electrics, waterproofing, finishes, joinery. Pipes, cables and waterproofing are photographed before they are closed, and you receive a daily photo and video report.
- Handover. We walk through a checklist, clean, and give a written warranty. Dubai Municipality and DEWA are notified for final inspections.
One person is in charge from survey to handover, so the building office deals with a single contact. Our how we work page describes the same flow.
Hours, noise and the lift
Reported construction noise windows differ between sources, and each tower writes its own hours into the NOC. Most limit noisy work to weekdays. The building's rules are the ones that bind you, so schedule demolition, coring and tile cutting inside them. The summer midday break targets outdoor work in direct sunlight, not interior fit-out. More in renovation working hours and building rules.
Before fixing a programme, ask the office three things:
- How the service lift is booked and how waste leaves the building.
- Where deliveries may be unloaded and stored.
- Whether it will notify neighbours or expects you to.
Tenants need the landlord's written permission first; see tenant renovation and landlord approval.
Compact plans and the upgrades owners ask for
Marina stock is mostly studios and one- and two-bedroom units, so briefs repeat:
- Bathrooms. New finishes, a walk-in shower and fresh waterproofing, flood-tested for 24 hours before any tile is laid.
- Kitchens. Reorganised or opened plans, new joinery and a quartz worktop.
- Built-in storage. Wardrobes and shelving made in Dubai to our drawings, using every centimetre of a small plan.
- Flooring. Porcelain suits a humid climate: water absorption about 0.5% or less, against roughly 3–7% for ceramic. See porcelain vs ceramic.
- Ceilings and lighting. Gypsum ceilings with layered lighting that also conceal AC and cable runs.
For rooms facing the balcony, settle AC and ventilation before the ceilings close; AC and ventilation during a renovation lists what to decide.
Marina budgets in AED
Typical ranges quoted in Dubai in 2026. Your price depends on area, finish level, how far plumbing and electrics move, and the joinery. Per-sq-ft figures mislead when kitchens, bathrooms and joinery dominate, so we quote item by item after the survey.
| Item | Typical range (AED, 2026) | Depends on |
|---|---|---|
| Studio, whole project (mid-range) | 60,000–165,000 | Finish level, joinery |
| 1-bedroom, whole project (mid-range) | 105,000–247,000 | Layout changes, kitchen and bathroom |
| 2-bedroom, whole project (mid-range) | 165,000–385,000 | Number of wet areas, finishes |
| 1–2BR upgrade with a kitchen or bathroom | 60,000–180,000 | Scope |
| Bathroom, small to medium | 10,000–70,000 | Size, tile, fittings, waterproofing |
| Kitchen, basic to mid-range | 20,000–120,000 | Cabinetry, appliances, worktop |
| Built-in wardrobes | 1,200–3,500 per linear metre | Material, internal fittings |
| Permit fees, apartment (excl. consultant and contractor) | 1,500–4,000 | Interior only, or with MEP changes |
VAT of 5% is shown on the contractor's invoice, and the refundable building deposit comes on top. A wider view is in apartment renovation cost in Dubai.
Timeline and owners abroad
As a rough guide, a studio or 1BR takes about 6–10 weeks on site and a 2–3BR apartment 8–16 weeks. Before that come the NOC (usually 7–14 days) and, for small jobs, DEWA approval (3–7 working days). Imported materials can take 6–12 weeks to ship, so order them early. See how long a renovation takes in Dubai.
If you own here but live elsewhere, we agree the design online and you accept each stage by video call. Details: renovating from abroad.
Start by getting your tower's requirements in writing: deposit, hours, lift rules and documents. Then fix the scope, take an itemised quote with price and timeline in the contract, and leave the NOC paperwork to your contractor. Our projects and the apartment renovation service page help shape the brief.

Do I need a NOC to renovate an apartment in Dubai Marina?
Yes for any noisy or intrusive work. The building's facility manager, owners' association or developer must approve it, and their NOC usually comes before any government permit. Repainting and loose furniture normally need none, but confirm with your management.
How much is the renovation deposit in a Marina tower?
It is set by each building. Published ranges run from about AED 2,000 to AED 30,000 and conflict with each other, so ask your management office. The deposit is refundable if common areas are left undamaged.
How long does an apartment renovation take in Dubai Marina?
As a rough guide, a studio or 1BR takes about 6–10 weeks on site and a 2–3BR apartment 8–16 weeks. The NOC (typically 7–14 days) and imported materials add time before and during the work.
Can a tenant renovate an apartment in the Marina?
Only with the landlord's written permission, plus the necessary licences from the authorities. Keep the approval in writing, as the Ejari contract also requires written approval for modifications.
