Villa Renovation in Dubai Hills Estate: Rules and Costs

A villa renovation in Dubai Hills Estate starts with approvals, not with demolition. Any change beyond cosmetic work needs a no-objection certificate (NOC) from the master developer. Structural, plumbing, electrical and AC changes also need a Dubai Municipality permit. As a rough guide in 2026, mid-range villa work is typically quoted at AED 250–450 per sq ft.

Below we cover what to approve, what the paperwork costs, what the work costs and which upgrades owners usually choose. We also cover how to sequence the job so the community rules do not delay it.

What needs approval before work starts in a master community

Dubai Hills Estate is a master-planned freehold community, so the developer controls changes to a villa as well as the authorities. In practice there are two layers: the master developer's NOC and the Dubai Municipality permit. The developer NOC comes first, and its reference is then used when the permit is lodged.

The exact portal, forms and contacts depend on your plot and the community management that serves it. Confirm them with the community management before you commission drawings. Some communities do not allow external changes that alter how the villa looks from the street. Boundary-wall lighting is restricted in some communities too. Treat any façade, gate, pergola, pool or garage change as something to approve first and price second.

Typically, permits are needed for:

  • structural changes and major layout changes, such as removing walls or enlarging a room;
  • moving or adding wet areas and reconfiguring plumbing;
  • electrical and AC work, including a change in electrical load;
  • fire and life-safety changes.

Repainting, loose furniture and similar cosmetic work usually need no permit, but confirm with the community management in writing. Unapproved work risks fines, stop-work orders and forced reinstatement.

Do not order materials or book trades until the developer NOC is issued. A stop-work order halfway through demolition costs far more than the one to two weeks the approval takes, and reinstatement is at the owner's expense.

The approval route, step by step

For a villa, the Dubai Municipality permit is applied for through the Dubai Building Permit System, using a licensed consultant or a registered contractor. Our team prepares and submits the documents for the NOC and, where needed, the authority approvals. The sequence below is the one we follow. For a closer look at the municipal side, see building permits for a villa with Dubai Municipality.

  1. Survey and brief We visit, measure, photograph and agree the scope and budget with you. The scope decides which permits apply.
  2. Drawings Layout and working drawings are prepared. Where plumbing, electrical or AC change, the MEP drawings need a licensed engineering consultant's stamp.
  3. Developer NOC We submit the drawings to the master developer's process. Typical timelines are days to about two weeks, but the developer sets the real pace.
  4. Municipality permit and DEWA With the NOC reference, the permit is lodged through the licensed consultant or registered contractor. Work that changes power or water supply goes through DEWA.
  5. Neighbours and start Neighbours are notified directly or through the community management, and the contractor permit and working conditions are confirmed.
  6. Completion certificates After the work, Dubai Municipality and DEWA are notified for final inspections. Completion is marked by a Municipality completion certificate and a DEWA clearance.

What the paperwork costs

Fees vary by scope, and the figures below are typical ranges quoted in Dubai in 2026. They exclude consultant and contractor charges. Sources disagree on several items, so the final amounts come from the developer and the authority at the time you apply. Our guide to renovation permit fees in Dubai goes line by line.

ItemTypical range (AED)What it depends on
Developer NOC fee1,000–5,000Developer and scope of change

Permit fees, villa minor scope3,000–6,000Floor area, type of work
Permit fees, full villa renovation7,000–12,000Floor area, MEP changes

Add 5% VAT, which is shown on the contractor's invoice for construction and fit-out services. Build one to two weeks of buffer into the schedule for permits.

What the work itself costs

As a rough guide in 2026, villa renovation is typically quoted per sq ft at:

  • basic: AED 120–250;
  • mid-range: AED 250–450;
  • luxury: AED 450 and above.

Whole-project totals follow the same pattern. Basic work typically runs about AED 200,000–350,000, mid-range AED 400,000–800,000 and luxury over AED 1 million. A full 4-bedroom villa at mid-range is typically quoted at AED 600,000–1.1 million. Per-sq-ft figures become unreliable when kitchens, bathrooms and joinery dominate the scope. A quote built from itemised rooms is more useful. We explain the drivers in villa renovation cost in Dubai.

Typical single-room figures for a villa:

  • kitchen: AED 45,000–80,000 basic, 80,000–150,000 mid-range, 150,000–250,000+ luxury;
  • bathroom: roughly AED 30,000–80,000;
  • painting the whole villa: AED 8,000–35,000.

Upgrades owners usually choose

We do not assume a layout for your plot, so the survey comes first. The upgrades below are the ones we expect to come up most often in a villa of this kind:

  • Kitchen and bathrooms. These carry the largest share of a budget. Wet areas are waterproofed and flood-tested for 24 hours before any tile goes down, and the pipes and waterproofing are photographed before they are covered.
  • Flooring. Porcelain is the usual choice in Dubai's heat and humidity because its water absorption is about 0.5% or less. Large-format tiles need a flat, well-supported substrate, and we plan the tile layout in advance. See porcelain vs ceramic tiles for the trade-offs.
  • Ceilings and lighting. False ceilings with lighting typically run AED 5,000–30,000. Any work that touches fire alarm or firefighting systems needs a check first.
  • Built-in joinery. Wardrobes are typically AED 1,200–3,500 per linear metre, made in Dubai to our drawings.
  • AC and electrics. Older systems are often upgraded during a renovation. Load changes go through DEWA.

Extensions, such as an extra bedroom or a first-floor addition, are a different category with a heavier approval path. They are covered in villa extension in Dubai.

Timelines and site rules

On site, a partial 4-bedroom villa is typically quoted at 12–18 weeks and a complete 5–6 bedroom villa at 18–30 weeks. Imported materials can add 6–12 weeks of shipping, so we order long-lead items right after sign-off. Permits come on top of the site time. The stage order is in full villa renovation stages from survey to handover.

Noise hours and conditions are written into the permit and the community rules. Reported Dubai Municipality limits are weekdays 6am–8pm and weekends 7am–8pm, but the rules are not settled in every source. Treat your community's own hours as binding. Our overview of renovation working hours in Dubai covers this. Because many owners do not live on site, we send a daily photo and video report, and clients abroad accept each stage by video call.

Before commissioning design, ask your community management which NOC route applies to your plot. Budget for permits and a buffer of one to two weeks, then get an itemised quote with a fixed price and timeline. Treat a quote that skips approvals as a warning sign.

FAQ

Do I need a NOC to renovate a villa in Dubai Hills Estate?

For anything beyond cosmetic work, yes. A villa in a master community needs the developer's NOC, and its reference is then used for the Dubai Municipality permit. Confirm the exact route with your community management before starting.

How much does the permit paperwork cost for a villa?

As a rough guide in 2026, the developer NOC fee is typically AED 1,000–5,000. Permit fees run about AED 3,000–6,000 for a minor villa scope and AED 7,000–12,000 for a full renovation, excluding consultant and contractor charges. Deposits are set by the developer or community.

How long does a villa renovation take?

On site, a partial 4-bedroom villa is typically quoted at 12–18 weeks and a complete 5–6 bedroom villa at 18–30 weeks. Permits and imported materials can add time, so plan a buffer of one to two weeks at least.

Can I live in the villa during renovation?

It depends on the scope. A full renovation with demolition, new plumbing and electrics is usually done with the villa empty. A kitchen or bathroom job can sometimes be phased. We protect furniture and keep the site clean either way.
