Full Villa Renovation in Dubai: Stages from Survey to Handover

Full Villa Renovation in Dubai: Stages from Survey to Handover

A full villa renovation in Dubai runs in a fixed order: survey and brief, design and drawings, developer NOC and Dubai Municipality permit, demolition, hidden works (pipes, cables, waterproofing), finishing and joinery, then handover against a checklist. The order matters more than the speed. Most expensive mistakes come from covering up work before it is checked, or starting before approvals are in place.

As a rough guide in 2026, a partial renovation of a 4-bedroom villa typically takes 12–18 weeks on site, and a complete renovation of a 5–6 bedroom villa 18–30 weeks. Permits and imported materials sit on top of that. Below is how the stages work and where the time goes.

Stage 1: survey, brief and budget

Everything starts with a visit. We measure every room, photograph the villa, check the condition of plumbing, wiring, AC and the roof, and discuss what you want to change and how much you plan to spend. A villa is not an apartment: there are more wet areas, a roof, external walls, a majlis or maid's room, and often a garden and pool that affect the work.

At this point we separate three things: what must be fixed (leaks, old wiring, failing AC), what you want to change (layout, kitchen, bathrooms, flooring), and what can wait. This split drives the budget. For the market picture, see our guide to villa renovation cost per sq ft. Typical ranges quoted in Dubai in 2026 are roughly AED 120–250 per sq ft for a basic scope, 250–450 mid-range and 450+ for luxury, but they depend heavily on how much joinery, stone and bathrooms the villa has.

Stage 2: design, drawings and visualisation

Before demolition you need drawings that the contractor, the engineer and the authority can all work from: the new layout, electrical and plumbing plans, ceiling and lighting plans, tile layouts and joinery drawings. If the layout is unchanged, this stage is shorter. If walls move or a kitchen relocates, the drawings also become part of the permit file.

We produce photorealistic visualisation of every room, including visualisation on photos of your own rooms, so you see the result before work starts. For owners living abroad this is the stage where decisions are made, online, and signed off. Changing a tile or a cabinet layout on a screen costs nothing; changing it after installation costs weeks. Our interior design service covers this stage, and villa interior design ideas may help you form a brief.

Stage 3: approvals, NOC and permits

In a villa community, modifications are generally approved by the master developer before any work begins. The detail differs by developer. In Emaar communities the owner applies for an NOC through the community portal under home modifications, and the contractor then receives a reference number used to apply for the contractor permit. Meraas communities route minor modifications through their community management, which decides whether an NOC is needed. Nakheel requires approval for extensions, pools, pergolas and garage changes. Rules for other communities vary, so confirm with your developer before you commit to a design.

On top of the developer NOC, villa modifications usually need a Dubai Municipality building permit, applied for through a licensed consultant or a registered contractor. Some freehold areas fall under DDA, and areas under Trakhees have their own procedure. Work that needs a power or water supply change also goes through DEWA. We prepare and submit the documents for the NOC and, where needed, the authority approvals.

Do not start demolition on the promise that the permit is coming. Unapproved work in Dubai can lead to fines, stop-work orders and forced reinstatement, and a stop-work order costs far more time than waiting for the approval would have.

Typical figures, as a rough guide: a developer NOC fee of AED 1,000–5,000, a refundable deposit that each building or community sets itself, and total permit fees (excluding consultant and contractor) of about AED 3,000–6,000 for a minor villa scope and AED 7,000–12,000 for a full renovation. Details are in renovation permit fees in Dubai and the villa building permit steps.

Stages 4–6: demolition, hidden works and finishing

Once approvals are in, the site is protected, and demolition starts. Noise hours are set by the community and the permit, so we plan noisy work inside them. The sequence after that is always the same:

  1. Demolition and clearing removal of old finishes, partitions and fittings, with floors, stairs and doors protected and waste taken out daily.
  2. Plumbing, electrics and AC new pipes, cables, sockets, distribution boards and ducting laid before any wall or floor is closed. For older villas, see electrical rewiring.
  3. Waterproofing and flood test bathrooms, kitchens, laundry and terraces are waterproofed and flood-tested for 24 hours before any tile goes down.
  4. Plaster, ceilings and tiling the tile layout is planned in advance and tiles are laid to a laser level with straight joints; gypsum ceilings and lighting follow.
  5. Joinery, painting and fittings built-in furniture made in Dubai to our drawings is installed, then final painting, sanitaryware, lighting and appliances.
  6. Handover cleaning, a walk-through against a checklist, correction of every point and a written warranty.

Hidden works are photographed before they are covered, so you have a record of where every pipe and cable runs. That matters years later when you hang a heavy mirror or add a socket. Every day you receive a photo and video report, and if you are abroad you accept each stage by video call.

How long each stage takes

Villa timelines stretch mainly at two points: approvals and materials. The figures below are typical ranges quoted in Dubai in 2026 and depend on the scope, the community and the season. They are not a promise for any specific project.

StageTypical durationWho does it
Survey, brief, itemised quoteDays to a couple of weeks, depending on villa sizeOur team with you
Design, drawings, visualisationDepends on how much changes in the layoutDesigner, with your sign-off
Developer / owners' NOCRoughly 7–14 days; some sources quote 2–3 weeksOwner and contractor, documents prepared by us
Dubai Municipality permitQuoted from about 10–15 working days for simple projects up to 4–12 weeksLicensed consultant or registered contractor
Ordering imported materialsTypically 6–12 weeks shipping, ordered in parallel with approvalsOur team and suppliers
Site works, partial 4-bedroom villaAbout 12–18 weeksOur site team and trades
Site works, complete 5–6 bedroom villaAbout 18–30 weeksOur site team and trades
Final inspections, completion certificatesDepends on the authority and scopeContractor with Dubai Municipality and DEWA

The practical conclusion: order long-lead items such as stone, special tiles and joinery materials while the permit is under review, not after it. That alone often saves weeks. For a wider view, read how long a home renovation takes in Dubai.

What to agree before work starts

A villa project is long, so the paperwork has to hold up for months. Before the first day on site, check these points:

  • The quote is itemised, and the price and timeline are fixed in the contract with no extras beyond the quote. Our guide to renovation contract clauses lists what to look for.
  • One person is in charge from the first survey to handover, so you always know who to call.
  • Payment stages are written into the contract and linked to completed stages, not to dates.
  • VAT of 5% is shown on the invoice, so compare quotes with VAT in or out consistently.
  • Neighbours are notified through building or community management before noisy works begin.
  • A budget reserve is set aside for what opening up a ceiling or a floor may reveal in an older villa.

Roof and external waterproofing is easy to forget in a villa and expensive to redo; see villa roof waterproofing if the roof is part of your scope. If you are choosing between companies, eight questions to ask a contractor is a useful filter.

Handover: checklist, cleaning, warranty

Handover is not a key exchange. We walk through the villa with a checklist: tile joints and levels, doors and handles, cabinet alignment, sockets and switches, lighting scenes, AC operation, water pressure, drainage, paint and silicone lines. Every defect is written down and corrected, then the villa is cleaned and you receive a written warranty.

After completion, Dubai Municipality and DEWA are notified for final inspections, and completion is marked by their certificates. If the community requires it, we also help close out the developer file so that any deposit can be released. An independent inspection is an option too; home snagging in Dubai explains what it covers.

Treat a villa renovation as a sequence, not a single job: finalise the design, secure the NOC and permit, order long-lead materials early, and never let anyone cover hidden works without photographs. Start with a survey and an itemised quote, and compare contractors on process and documentation, not only on price. See how we work for the full sequence.

FAQ

How long does a full villa renovation take in Dubai?

As a rough guide in 2026, a partial renovation of a 4-bedroom villa takes about 12–18 weeks on site, and a complete renovation of a 5–6 bedroom villa 18–30 weeks. Approvals and imported materials, which can take 6–12 weeks to ship, come on top, so we order long-lead items while permits are in review.

Do I need approval to renovate a villa in Dubai?

Generally yes. Villa communities require a master developer NOC for modifications, and structural, plumbing, electrical and layout changes usually need a Dubai Municipality permit as well. Cosmetic work such as repainting usually needs none, but confirm with your developer or community management first.

Can I renovate my villa while living abroad?

Yes. The design is agreed online with visualisation of each room, and during the work you receive a daily photo and video report. Each stage is accepted by video call, and hidden works are photographed before they are covered.

How much does a villa renovation cost in Dubai?

Typical ranges quoted in Dubai in 2026 are about AED 120–250 per sq ft for a basic scope, 250–450 for mid-range and 450+ for luxury. The final figure depends on joinery, stone, number of bathrooms and layout changes, which is why we give an itemised quote after a survey.
