Renovating a Dubai Apartment to Rent Out: Budget vs Return
For most rental apartments in Dubai, a targeted upgrade pays back better than a full renovation. That means paint, lighting, a tired kitchen and the bathroom, plus a full renovation only when the layout or the systems are failing. The money that earns rent is the money tenants can see and use. Spend on those things first, and treat everything else as optional.
Below we compare the two approaches by cost, downtime and risk, then show how to decide for your own unit. All prices are typical ranges quoted in Dubai in 2026. Your final figure depends on size, finish level and building rules.
Refresh or full renovation: how the two compare
An investor's question is not "what looks best" but "what stays rented, at a rent I can defend, with the least empty time". A refresh keeps the existing layout and replaces what looks worn. A full renovation strips the apartment back and rebuilds services, floors and wet areas.
| Criterion | A: Targeted refresh | B: Full renovation |
|---|---|---|
| What it covers | Paint, lighting, ceilings, kitchen fronts or a new kitchen, one bathroom, doors and fittings | Demolition, plumbing and electrics, floors, all wet areas, joinery, ceilings |
| Typical budget | Roughly AED 60,000–180,000 for a 1–2 bedroom with a kitchen or bathroom upgrade | Mid-range: 1BR AED 105,000–247,000; 2BR AED 165,000–385,000 |
| Time on site | Shorter, often a few weeks depending on scope | 1BR about 6–10 weeks; 2–3BR about 8–16 weeks |
| Permits and NOC | Often none for paint and loose items; a NOC if wet areas are touched | NOC from the building, plus a permit for plumbing, electrical and AC changes |
| Empty-unit cost | Lower, as the unit is vacant for less time | Higher, with more weeks without rent |
| Risk of overspending | Low | High if the finish level is above what the building's rents support |
| Best for | Sound apartments with dated finishes | Failing services, leaks, unusable layouts |

What tenants notice and what they don't
A tenant walks through in twenty minutes. What stays in memory is the state of the kitchen, the bathroom, the lighting, the floors and how fresh the walls look. A bespoke marble feature or an imported fixture rarely changes a lease decision.
Worth the money in a rental:
- Paint. Standard painting is typically AED 5–20 per sq ft, and it changes how the whole unit reads. See apartment painting cost in Dubai.
- Lighting and ceilings. False ceilings with lighting typically run AED 5,000–30,000 and make an older apartment look current.
- Kitchen. A basic kitchen is typically AED 20,000–50,000, mid-range AED 50,000–120,000. Replacing doors and worktops often does what a new kitchen does. Details are in kitchen renovation cost in Dubai.
- Bathroom. A small bathroom is typically AED 10,000–30,000, medium AED 30,000–70,000. Tenants judge the apartment by it. See bathroom renovation cost in Dubai.
Not worth it in most rentals: custom joinery in every room, premium stone floors, and smart-home systems the tenant will not use. Hard-wearing porcelain is the sensible floor choice for a let, and our comparison of porcelain and ceramic tiles in Dubai explains why.
Match the finish to the building, not to your taste. If comparable units in the same tower rent at one level, a finish above that level will not raise the rent in proportion, but it will raise your cost. Check what similar apartments in your building offer before you set the budget.
When a refresh is enough
Choose A when the structure and services work. Check the signs: no damp stains, no recurring leaks, water pressure and drainage normal, sockets and the consumer unit in good order, AC cooling properly. If the problems are only worn paint, old light fittings, scuffed doors and an outdated kitchen, you are looking at a refresh.
A refresh also suits a short holding plan. If you may sell within a few years, a modest upgrade is easier to recover. Our article on what pays back before selling in Dubai covers that side.
When a full renovation is justified
Choose B when the problems sit behind the walls: old plumbing, repeated leaks, outdated wiring, an AC that cannot be saved, or a layout that wastes space, such as a closed kitchen in a small apartment or an unusable corridor. In these cases cosmetic work only hides the fault, and a tenant will find it in the first summer.
Full renovation also makes sense when the unit has been vacant for long or was never finished to a decent standard. Related reading: electrical rewiring in Dubai and AC and ventilation during a renovation.
Keep the cost per sq ft in perspective. Market guides quote apartment renovation from about AED 60 per sq ft for light cosmetic work to AED 500 and above for extensive premium work, and they warn that per-sq-ft pricing is unreliable when kitchens, bathrooms and joinery dominate. Get an itemised quote instead of working from a single rate.
Approvals, downtime and landlord costs
Owners need building approval before noisy or intrusive work starts. In an apartment the facility manager, owners' association or developer issues the NOC, and a typical submission includes the contractor's licence, insurance, schedule, method statement and drawings. The refundable deposit varies by building; guides quote ranges from AED 2,000 up to AED 30,000, so ask your building. Developer NOC fees are typically AED 1,000–5,000. As a rough guide, total permit fees are AED 1,500–2,500 for an apartment interior only and AED 2,500–4,000 with plumbing or electrical changes. Our guide to renovation permits and the NOC explains the sequence.
Remember the cost of time. Every week without a tenant is rent you do not receive, so count the NOC wait of roughly one to two weeks and the weeks on site in your budget. A larger scope can lose more in empty weeks than the upgrade gains in rent. Building hours matter too; see renovation working hours and building rules in Dubai. And construction services carry 5% VAT on the contractor's invoice.
How to set a rental renovation budget
- Inspect the unit Walk through with a contractor and list faults in services separately from cosmetic wear.
- Check the rental market in your building Look at what comparable units offer and where yours falls short.
- Set a ceiling Decide the maximum spend and the longest acceptable empty period before you collect quotes.
- Get an itemised quote Ask for prices per room and per trade so you can remove items without redoing the whole estimate.
- Apply for the NOC early Submit the paperwork while the tenant is leaving or the design is being settled, to shorten the empty period.
- Hand over against a checklist Check wet areas, sockets, AC and doors before the new tenant arrives.
If you live abroad, this process works remotely: see renovating your Dubai apartment while living abroad. Plan for a written contract as well; the clauses worth checking are in renovation contract in Dubai.
Start from the cheaper option. If the apartment's services are sound, do a targeted refresh: paint, lighting, kitchen and bathroom, and keep the empty period short. Go to a full renovation only when leaks, wiring, AC or the layout would otherwise cost you tenants. Whichever you choose, fix the scope, price and timeline in the contract before work begins.

Is it worth renovating an apartment before renting it out in Dubai?
Usually yes, if the work targets what tenants notice: paint, lighting, kitchen and bathroom. A tired or faulty unit can take longer to let or force a lower rent. A very high-end finish is rarely recovered, so match it to the building.
How much should I budget to prepare a rental apartment in Dubai?
As a rough guide in 2026, a targeted upgrade of a 1–2 bedroom with a kitchen or bathroom is typically AED 60,000–180,000. Full mid-range renovation is typically AED 105,000–247,000 for a 1BR and AED 165,000–385,000 for a 2BR. The final figure depends on size, finishes and the scope of kitchen and bathroom work.
Do I need building approval to renovate a rental apartment?
Yes, noisy or intrusive work needs approval from the building's facility manager, owners' association or developer before it starts. Permits are typically needed for plumbing, electrical and AC changes. Confirm the deposit, fees and working hours with your building.
How long will the apartment be empty during renovation?
Typically about 6–10 weeks on site for a studio or 1BR and 8–16 weeks for a 2–3 bedroom full renovation, plus the NOC wait of roughly one to two weeks. A refresh is shorter. Count these weeks as lost rent when you compare options.
